About LD 3

Legislative District 3 was formed in 2021 after the districts in Arizona were redrawn. LD3 was adjusted taking in parts of the former LD1, LD15, and LD23. Legislative District 3 spans across Maricopa County. LD3 has over seven hundred Precinct Committeemen positions in total and nearly five hundred filled. The current elected representatives in the district are Joseph Chaplik (R) and Alex Kolodin (R).

Legislative District 3 covers a large geographic area and with nearly five hundred Precinct Committeemen, it is the largest district in the state. With a spanning geography covering North Scottsdale, Anthem, Cave Creek, Carefree, Fountain Hills, Rio Verde, New River, the Fort McDowell Yavapai Community, unincorporated areas of Northeast Metropolitan Phoenix  and a considerable amount of Precinct Committeemen, LD3 is a powerful force in the Arizona Republican Party.

CHRONOLOGY SUMMARY OF EVENTS LEADING TO THE VOTE FOR A NEW LD3 BOARD

December 1, 2022

, LD3 held its Organizational Meeting to elect Officers and State Committeemen.  Lots of evidence shows that was both proxy and election fraud. Chain of custody was also broken with the credential sign-in sheets, proxy forms, and proxy sign-in sheets.


December 4, 2022

LD3 held an Emergency Board meeting via Zoom, all five Board members were present including Parliamentarian, Dan Grimm who was invited as Candace’s guest. *The Board members did NOT vote to allow Dan to attend the meeting. All 5 Board Members voted unanimously to file a Motion with the MCRC to challenge a hand recount of the Officer's election and canvas/verify the proxies. An email was sent to Mickie Niland.


December 5, 2022

the former MCRC Chairwoman, Mickie Niland responded to the Board’s challenge that basically indicated to follow their agreed-upon remedy.


December 6, 2022

Carol Torkko filed a Timely Challenge with the MCRC asking for a hand recount of the ballots and to canvas the proxies because the Election Rules and Bylaws were violated.


December 6, 2022

the Board held a meeting via Zoom with all five Board members present, and Parliamentarian, Dan Grimm presided as Candace’s guest. The Board members did NOT vote to allow Dan to participate in the Board meeting. All 5 Board Members agree on an action plan to basically have the body vote on a recount of the proxies, officers, and state committeeman. There were other discussions concerning the ownership of the LD3 website, transferring the Constant Contact system to be owned by LD3, the Special Meeting and the associated call letter going out 12 days before the meeting.


December 7, 2022

the MCRC held a Board meeting via Zoom and Mickie assigned David Ludwig, Joe Neglia, and Joanie Colson to the LD3 Challenge Committee to investigate what happened and report back in a week with their findings.


December 9, 2022

the LD3 Board held a Zoom meeting with all five Board members present, Parliamentarian, Joe Neglia attended as Candace’s guest and Joanie Colson attended as the representative for the MCRC LD3 Challenge Committee. They discussed the process for the proxy canvass, to schedule another meeting on December 17th to further discuss sending out the Call Letter on December 18th for the Special Meeting on December 28th.


December 11, 2022

Michelle Ruglowski sent a text to Mickie requesting Joe Neglia be removed from the LD3 Challenge Committee for conflict of interest. Candace asked Joe to be her guest for the December 9th LD3 Board meeting to help her conduct the meeting instead of an observer representing the MCRC LD3 Challenge Committee. Mickie refused to have Joe removed from the LD3 Challenge Committee.

December 17, 2022

the Board held an emergency Zoom meeting with all five Board members present. Board votes 3 to 2 for a credentialed Special Meeting to be held on December 28, 2022, for the body to vote for a redo of the officers and state committeeman and then hold the revote election immediately following. Because the vote in the meeting did not go Candace's way, she calls Point of Information saying bylaws do not allow board meetings to be video conferences, so this meeting is void. No Motion was made. *MCRC Bylaws does allow for electronic meetings for “emergency” which this Board meeting was. The Board meeting adjourned at 6:24 PM. Although, it seems as if the emergency board meeting on December 4th by Zoom was legit. Mickie emailed the MCRC Executive Board Members, Candace, and Cheryl Rosado at 7:34 pm. Kelly Ward extended the deadline for LD11 and LD3 to submit their election challenges results until January 14, 2023.


December 18, 2022

Notice of Special Meeting Call Letter was sent out to the LD3 PCs.


December 19, 2022

Mickie sent an email to ALL the LD3 PCs saying, “I was dismayed to have a call letter forwarded to me this morning calling for an LD3 election during the holidays. This is UNFAIR given that the day before this call letter was sent, they learned from me that the deadline for submitting your State Committee names had been extended, allowing an election to be held AFTER the holidays”. *NOTE: LD11 was allowed to have a Special Meeting to re-vote Officers and State Committeemen on 12/27 but Mickie said it was UNFAIR for LD3 to have a Special Meeting on 12/28?


December 20, 2022

official district email from Czarny was sent to all PCs in LD3 stating “The Dec 28th meeting is NOT a sanctioned meeting. Bylaws were not adhered to in the calling of this meeting. ATTENDANCE IS NOT REQUIRED OR ENCOURAGED.” *Candace did NOT give any evidence to back up her statement!


December 21, 2022

December 27, 2022

the LD3 Board sent an email to all the LD3 PCs notifying them the December 28, Special Meeting to revote has been canceled. *WHY did Mickie, Michal, and Candace pressure the LD3 Board members to cancel the Special Meeting?


January 12, 2023

the first LD3 District meeting run by Candace. It was total chaos in two hours with literally nothing accomplished. Candace violated numerous Roberts Rules of Order, which contributed to the turmoil.


February 7, 2023

the new MCRC board and EGC met for the first time. Instead of immediately following through on the mess left by Mickie Niland, the former chair, the board requested Candace Czarny to provide the ballots and proxies from the December 1st Organizational Meeting for auditing. She never did. So, if it was a fair election on December 1st it is unknown why Czarny refused to turn over the ballots and proxies for auditing?


March 7, 2023

the 2023 MCRC board and EGC voted to proceed with a re-election of the LD3 board under their direction. This took place on March 30th. They followed through on the recommendation made by Mickie Niland after not getting the ballots and proxies from Candace for auditing.


March 30th, 2023

LD3 held a credentialed meeting facilitated by the MCRC to first put before the Body the question “ Do you want a new election of officers based on the findings that the 12-1-2022 election was ruled to be in violation of the election procedures and bylaws by the 2022 MCRC and 2023 MCRC governing boards.?” The Body passed by majority to have a new election and an election was held bringing in the new board for LD3.
